A Bill for an Act to Amend the West African Examinations Council Act, Cap. W4, Laws of the Federation of Nigeria, 2004 to Provide for Strict Penalties for Contraveners of the Act; and for Related Matters (HB. 1264) (Hon. Aliyu Bahago Ahman-Pategi) – Second Reading.
A Bill for an Act to Amend the National Orientation Agency Act, Cap. N64, Laws of the Federation of Nigeria, 2004 to be Independent from the Ministry of Information and Receive Funding directly from the Federal Government; and for Related Matters (HB. 1266) (Hon. Sergius Ogun) – Second Reading.
Hon. Sergius Ogun Sponsored the Bill, Hon. Ehiozuwa Agbonayinma seconded it. While leading the debate, Hon. Ogun stated that the Bill seeks to ensure the Nigerian identity does not go extinct. It seeks to strengthen the Capacity of the National Orientation Agency in order to strengthen the Nigerian identity, especially in the rural areas. He argued the importance of translating important messages and policy statements into indigenous Nigerian languages so as to ensure the dissemination of important messages to all and sundry.
MOTIONS
Rescission on a Bill for an Act to Establish National Agency for Ethics and Values, to provide for the Functions and Powers of the Agency, the Qualifications and Procedures for the Appointment of the Chairman and Members and for Related Matters, Pursuant to Order One, Rule 1(2) and Order Nine, Rule 1(6) of the Standing Orders of the House of Representatives.

The House:
Notes that the Bill for an Act to Establish National Agency for Ethics and Values to provide for the functions and powers of the Agency, the qualifications and procedures for the appointment of the Chairman and members; and for related matters was passed on 17 October 2017;
Also notes that Clause 2(d) of the Bill was pre-emptive as it made reference to a non-existing Act, and allowing the said Clause to stand will mislead the public as to the intent and purpose of the Bill;
Resolves to:
Rescind the decision on Clause 2(d) of the Bill for an Act to establish National Agency for Ethics and Values to provide for the functions and powers of the Agency, the qualifications and procedures for the appointment of the Chairman and members, and for related matters and recommit Clause 2(d) of the Bill to the Committee of the Whole for reconsideration.

Need for Assistance to the People of Abandari in Jigawa State:

The House:
Notes the devastating fire disaster which occurred sometime this January, 2018 in Abandari, a village in Dutse Local Government Area of Jigawa State which led to loss of properties and crops in farmlands worth millions of Naira;
Aware that the village has a population of over two hundred thousand inhabitants, who are predominantly farmers and have been displaced by the fire and left without farm produce for sale or food to eat;
Concerned that the farmers may not be able to continue farming in the devastated condition they have found themselves, if drastic action is not taken to ameliorate the sufferings of the people and bring them back to a reasonably rehabilitated state to be able to go back to farming;
Believes that relief materials are needed for those displaced people who have lost their homes and farm produce;
Resolves to:
(i) urge the National Emergency Management Agency (NEMA) to provide relief materials for the affected community to ameliorate their sufferings;
(ii)mandate the Committee on Emergency and Disaster Preparedness to ensure implementation.
