First and foremost, analysts have gone ahead to recommend that for this to have a smooth sail there should be basic steps.
One step in this direction is to ensure that the budget for a financial year is approved and signed into law by the president before the start of that financial year that is by the 1st of January of the year.
Next proposed change in the budgeting process they believe is for Nigeria to return to the concept of national development planning practiced in the 1960s through early 1980s.
In other words, four-year rolling national development plans (NDP) should replace the MTEF which currently forms the basis of the annual budget.
another needed change, some analysts say is to clarify the roles of the legislature and the executive in the budgeting process in both the constitution in order to avoid or minimize tensions and disagreements.as the national assembly continues with its roller coaster ,Nigerians are still hoping for a way forward.
